Innovation policy
In the Republic of Estonia, the Ministry of Economic Affairs and Communications is responsible for the development of innovation policy, and the Innovation Policy Council has been established at the Ministry as an advisory body. The Innovation Policy Council at the Ministry of Economic Affairs and Communications prepares documents developing Estonian innovation policy by:
• analysing the state of innovation in Estonia and elsewhere, systematising publicly accessible materials and organising separate surveys when needed in order to collect additional data; • developing long-term objectives on the basis of policy studies and preparing Estonian mid-term and long-term development plans in cooperation with the Research Policy Council in order to enhance Estonia’s innovative capacity (at the same time taking into account regional development needs as well as other aspects of the balanced development of society, and cooperating with different European Union initiatives in developing the innovation strategy); • organising international evaluation of innovation policy, relevant strategic plans and application instruments, monitoring the purposefulness and effectiveness of financing in achieving the goals set by innovation policy; • assessing, among other things, the competitiveness, export potential and quality of foreign investments in Estonian industry, including aspects connected with regional policy.
