Government Office launches the fourth Newton leadership offspring programme

Top Civil Service Excellence  Centre of the Government Office launches for the fourth time the Newton leadership offspring programme, which aims to find top-level executives for the future from among the people who are currently working in public sector, to motivate the participants in this programme to plan their future career in civil service and thus ensure sustainability in the management of government authorities.

So far, the Newton programme has been targeted to the mid-level managers  and top specialists working in ministries, inspectorates and agencies who have suitable skills and qualifications and motivation to work as top-level executives in Estonian civil service. However, this time the target group has been expanded to include also the mid-level managers, regional managers and deputy director generals working in the agencies managed by government authorities, constitutional institutions and the agencies serving them, foundations with state participation, non-governmental organisations and companies.

“Many of today’s top-level executives started their career in public service, having previously worked as mid-level managers or top-level specialists,” said Eve Limbach-Pirn, Head of the Top Civil Service Excellence Centre. “It is important for us to find the potential top-level executives at an early stage, because their work experience includes very good sectoral knowledge, but it might not ensure the managerial competencies needed for the position of  top-level executive.”

Applications for the participation in the programme can be submitted until 29 November and up to 20 participants will be selected from among the applicants.

The programme will be launched in January 2016 and lasts one year. The programme will be carried out in cooperation with Praxis Centre for Policy Studies and the Estonian Design Centre and will be financed from the European Social Fund.

Programme has been named after Isaac Newton, the scientist who invented acceleration formula, and will be carried out for the fourth time.  67 future top-level executives have successfully completed the programme; 65 percent of the graduates have undergone a positive career change after the end of the programme, six of them have become top-level executives and seven are working in some EU institution or international organisation.

In Estonia, there are 96 top civil service executives – secretary generals and director generals of executive agencies and inspectorates - in total. The Government Office has been developing top civil service executives since 2005.
