Mis on strateegiline tulevikeseire?
Süsteemset tulevike uurimise protsessi ja võimalike tulevike kasutamist praeguste otsuste tegemisel nimetatakse strateegiliseks tulevikeseireks (strategic foresight). Eestis kasutatakse ka sõna arenguseire1. Lisaks on olemas tulevike-uuringud (futures studies) kui laiem ja teaduslikum tulevike uurimise valdkond. Inimeste üldist oskust tulevikele mõelda nimetatakse tulevikemõtlemiseks (futures thinking), tulevike kirjaoskuseks (futures literacy) ja tuleviketeadlikkuseks (futures consciousness).
Strateegiline tulevikeseire on meetodite komplekt,
mille abil võime ette kujutada erinevaid võimalikke
tulevikustsenaariume ning nendeks praegu valmistuda.
Nii oleme paremini valmis homseteks väljakutseteks.

The card deck supports the development of future-oriented policies and approaches in Estonia. The cards help broaden discussions, highlight the bigger picture, and make sense of how different future trends may affect society. Foresight helps imagine possible futures in order to understand what decisions and steps need to be taken today — both to achieve desired changes and to be better prepared for crises.
- The content of the cards is based to a very large extent on the work carried out by The Foresight Centre supplemented by various reports and studies.
- The content of the risk cards is largely based on the 2025 national risk assessment.
- For the signal cards, we have drawn inspiration from various materials and sources, including Sitra's collection of weak signals.
The card deck consists of trends, risks and signals, and contains 92 cards. Here you will find the card deck in electronic format, as well as a tool for creating your own card deck.
The card deck was compiled and printed in January 2026.
