Crisis preparedness

The best possible crisis preparedness means that high-impact threats are addressed comprehensively – in terms of threat identification, risk assessment, risk prevention, and the planning, implementation, monitoring, and communication of preparedness activities. By preparing for the most serious crisis, military defence, we will also be ready to deal with crises of lesser impact. Estonia prepares for crises based on the principles of continuity and subsidiarity: everyone performs their tasks in normal times, as well as in times of crisis.

Ensuring crisis resilience in society is a comprehensive, continuous, and targeted activity; it must be reflected not only in the planning, preparedness, actions, and cooperation of public authorities and local governments, but also in those of businesses, organisations, communities, and individuals. Volunteerism and the willingness of people to contribute is one of the key foundations of crisis preparedness in society, and the state encourages and supports volunteering in crisis resilience and crisis response.
