Government Office Strategy 2023-2026

We stand for capable, open and efficient state governance. The values which support the achievement of our objectives are openness, competence and trustworthiness. These values unite our staff, who observe them in their work and communication. With consideration of the Government Office’s development needs over the next four years, we have established three strategic goals of equal importance.

We operate honestly, ethically and transparently, observing the principles of open governance. We understand that our crisis-readiness forms part of our trustworthiness. We appreciate the significance of the role we play. We stick together and we value traditions and consistency.

The Government Office is the most influential government agency in shaping and implementing policy.

To achieve this we will:

  • guarantee, with the support of and in service to the government and the prime minister, both speed and quality, adapting to the constantly changing environment;
  • develop the state’s co-creation environment;
  • boost the public sector’s capacity for innovation and introduce a culture of experimentation;
  • introduce and distribute a data-based decision-making process in ministries and other government agencies;
  • advocate principles of open governance like transparency, co-creation and accountability at both the national and international levels;
  • develop the state’s system for crisis-preparedness, support the enhancement of crisis-readiness throughout the country (including situational awareness) and test the system;
  • lead the way in state governance guided by green policy objectives, supporting the government in the green transition;
  • champion Estonia as an influential European nation and back the strategic objectives of the European Union being in line with our own interests, positions and development goals;
  • increase awareness among the Estonian population of how the state functions, outlining the state’s development goals and the decisions of the government openly and transparently; and
  • foster expertise in the state’s strategic communication and coordinate government communication, guaranteeing society’s ability to combat misinformation in both everyday and crisis situations.

The Government Office is the developer of the state’s strategic planning and management culture.

To achieve this we will:

  • implement the state’s long-term development strategy ‘Estonia 2035’ in cooperation with other government agencies and partner organisations;
  • continue to reduce needless bureaucracy;
  • organise the coordination of the European Semester in Estonia and present, with the involvement of non-governmental partners, the National Reform Programme to the European Commission;
  • coordinate the achievement of the UN Sustainable Development Goals in Estonia and put together for the UN a voluntary national overview of the implementation of said goals;
  • draft Estonia’s European Union policy for 2024-2025, guided by the targets set out in ‘Estonia 2035’ and strategic development documents, and ensure the integration of the strategic objectives of the European Union into development plans and programmes;
  • lead the development of the basis of security policy and the shaping of common positions on national security matters;
  • update the competence model for senior management and tie it to development activities, taking into account the entire management journey (starting from self-management) and the need to be prepared for crises at the individual, organisational and national levels; and
  • establish a focus topic at least every two years in regard to which we wish to harmonise the level of knowledge among senior managers, and create opportunities for relevant development activities.

To achieve this we will:

  • prepare for crises, whereby we will guarantee the ability of the prime minister and the government to fulfil their duties in any crisis and regularly check crisis-readiness;
  • take our staff into consideration and stand out for our environmentally friendly practices;
  • be experts in our field, which we will lead effectively by adopting the necessary attitudes and approach and using first-rate skills and knowledge;
  • be an organisation which is guided by values and principles and in which strong leaders work at every level;
  • streamline our processes and the way we organise our work to make them as effective as possible;
  • develop and use safe, contemporary information technology solutions; and
  • set an example within the public sector in terms of the green and digital transitions.
