Leads and governance
The initiative is led by the Eesti.ai team at the Government Office, together with the Eesti.ai Advisory Board of entrepreneurs and experts and a cross-ministerial working group.
Expected outcome
To double the value of work in Estonia by 2035, and to grow the economy by 25% within five years and by 50% within ten years.
Funding
The initiative is funded through the state budget and European Union programmes. The total funding will be confirmed in spring–summer 2026.
Why is this necessary?
Estonia needs new ways to grow its economy. The population is not increasing and is ageing, meaning the workforce is not growing while international competition is intensifying.
Artificial intelligence makes it possible to do more with fewer people, increase productivity, and create higher value-added jobs.
How will we do it?
We are launching high-impact projects that strengthen the export capacity of Estonian companies, increase the value of work, and improve the efficiency of the public sector. The focus is on developing AI skills, creating and testing new solutions, and leveraging Estonia’s digital government experience and advantages.
The initiative also builds on existing AI projects and expands their impact across different sectors.

The AI-team coordinates the development and implementation of the Estonia.AI action program.
Members of the Advisory Board
The Board is chaired by Bolt founder Markus Villig and its other members include representatives and experts from the Estonian and international start-up sector, venture capital funds, technology companies, industrial companies and research institutions.
