Public trust in the Government and the Riigikogu has remained stable since June. While there has been no significant change in trust in the Government compared with June, the longer-term trend over the past year has been upward. The Government is trusted by 39% and the Riigikogu by 36% of Estonian residents. Trust in the President and the Estonian Defence Forces remains high, although it has declined somewhat since June: 69% of residents trust the President, compared with 76% in June, while 66% trust the Defence Forces, compared with 71% in June.
Two-thirds of Estonian residents continue to assess their financial situation positively: 66% say they are living comfortably or managing financially, compared with 70% in June. Importantly, people’s confidence in their ability to cover their own and their family’s expenses in the near future has remained unchanged.
Residents’ sense of security has also remained stable. Thirty-eight per cent of respondents believe that Estonia as a country can currently feel secure, while 61% feel safe living in Estonia. Thirty-six per cent of residents say they often or very often feel anxious about developments in Estonia and around the world.
Support for assisting Ukraine has strengthened. Forty-seven per cent of Estonian residents believe that Estonia should not rule out any means of providing military support to Ukraine, up from 43% in June. Support for sanctions against Russia has also slightly increased, from 54% in June to 57% in September.
Support for the green transition has grown from 35% in March to 41% in September. The increase has been particularly notable among residents of non-Estonian ethnic backgrounds, rising from 26% to 39%. At the same time, concern about weather changes resulting from climate change has increased, with 35% of residents now considering them a cause for concern personally, compared with 29% in June.
The purpose of the public opinion monitoring survey is to assess the attitudes of Estonian residents towards key issues facing society, including their financial situation, sense of security, trust in state institutions, and attitudes towards security and other issues of importance to society. The survey was conducted from 3 to 8 September 2026.
